6A: Success in Managing SB 1 Funding

SB1 provides an assured, predictable flow of funding for specified purposes.  This predictability of revenue availability supports long range planning and a project delivery process that enables transportation agencies to confidently lay out a program of projects over multiple funding cycles to achieve big state-wide, regional, corridor and asset-specific goals.

With this funding comes requirements for project performance and the achievement of documented goals and transportation facility performance and asset condition targets. There are high expectations for rapid and steady, publicly visible results. Those receiving the funds will be held accountable in meeting these expectations.

SB1 is being implemented by jurisdictions across the state that are employing a small army of consultants and construction contractors. Some public agencies have hundreds, even thousands of individual projects under development and construction. All these projects must be managed in a manner that maintains public trust and political support.

In order to succeed with the SB1 programs, we also need a well-trained, diverse workforce with knowledge and skills at all levels, from experienced construction managers to skilled tradespeople to general laborers. Developing and sustaining this workforce necessitates immediate and prolonged attention.
